Armenian preferential origin: EUR.1, REX

The 0% rate under Regulation (EU) 2026/2269 applies only to products whose Armenian origin is proved: this is preferential origin. If the proof fails a check, the European importer of record pays the duty. Here are the two accepted proofs, who issues them, and what transport from a landlocked country requires.

The two accepted proofs

ProofWho issues itFor which consignments
EUR.1 certificateThe competent Armenian authority, at the exporter's requestAll. Box 7: "Autonomous trade measures"
Origin declaration on the invoiceThe exporter itself, on its invoiceUp to EUR 6,000 per consignment for any exporter; no ceiling for a registered exporter (REX)

Form A, specific to the GSP, is not valid here: Regulation 2026/2269 is an autonomous preference, and the proofs are those in Articles 113 to 126 of Commission Implementing Regulation (EU) 2015/2447.

REX registration

An Armenian exporter registered in the REX system can make origin declarations on its invoices without a value ceiling. Registration is with the Armenian Ministry of Economy, once only, free of charge. For a producer planning several consignments a year, this avoids requesting a certificate for each lot.

What confers origin

The rules of origin are those in Articles 59 to 70 of Commission Delegated Regulation (EU) 2015/2446. Dried apricots, jam or honey produced in Armenia from Armenian fruit or honey qualify as originating without difficulty. The question arises as soon as a material comes from elsewhere, such as imported sugar in a jam: each product has its own list rule, to be checked line by line before promising the 0% rate.

Direct transport

Armenia has no access to the sea and its border with Turkey is closed: goods leave through Georgia, by road to the port of Poti and then by sea, or by road and rail through Georgia and Turkey. Article 69 of Commission Delegated Regulation (EU) 2015/2446 allows this transit on two conditions:

  • the goods remain under customs control in the transit countries, with no operation other than unloading, reloading or anything needed to preserve them;
  • the importer can demonstrate this through a single transport document from Armenia or a transit certificate.

Who bears the risk

The importer. If a subsequent verification finds that the proof was not valid, the full duty is claimed from them. That is why the desk checks the proof of origin with the rest of the file before shipment: it forms part of the EU documents, one of the nine stages in every deal.

To be confirmed: the identity of the Armenian authority issuing EUR.1 under this regulation has not yet been published. The text refers to Articles 113 to 126 of Commission Implementing Regulation (EU) 2015/2447, which entrust EUR.1 to customs or another public authority in the exporting country. This guide will be updated as soon as that information is published.
